Organizational Change Management in the DWC Modernization Program

Modernization program OCM activities have included:

  • Providing OCM training for both DWC managers and team members
  • Facilitating external stakeholder focus groups to understand pain points
  • Facilitating DWC Town Hall meetings and providing regular updates on modernization to internal and external stakeholders
  • Conducting WCC Forums to share modernization information and provide WCC demos
  • Giving opportunities for stakeholders to request WCC information and updates, participate in surveys, and participate in modernization-related surveys through the Work Comp Connect website (labor.mo.gov/wcc)
  • Identifying Change Champions within the Division and working with them to communicate with and answer questions from users
  • Creating multimedia artifacts to communicate modernization goals and information

Master Data Management and Governance Strategy

The goal of Master Data Management (MDM) is to create a single source for data to eliminate duplication and correct errors.  Work Comp Connect’s MDM governance strategy will reduce inefficiencies resulting from lack of accurate and consistent data. The sharing and use of data across the Division and improved opportunities for data analysis are just a few of the benefits of improved Master Data.

A pyramid with four sections. "Informed decisions" is at the top, "meaningful reports & analysis" is second, "accurate data & information" is third, and "high quality data" is at the bottom.

Implementing the EDI 3.1 Standard

What is EDI 3.1?

The IAIABC (International Association of Industrial Accident Boards and Commissions) EDI (Electronic Data Interchange) Claims Standards are used by claims administrators to report workers' compensation first report of injury (FROI) and subsequent report of injury (SROI) claims data to U.S. jurisdictions. EDI Claims Release 3.1 is the most current release and is maintained on an ongoing basis.

What is the requirement for EDI 3.1 adoption by the state of Missouri DWC?

Implement the mandate of the IAIABC EDI Claims Release 3.1 for First and Subsequent Reports of Injury and require the majority of these to be submitted through EDI or web entry.

Goals of implementing this standard:

  • Successfully implement EDI Release 3.1 for FROI and SROI
  • Receive and acknowledge a SROI within 24 hours
  • Save in excess of 3,400 DWC staff hours annually
  • Eliminate the need for the Notice of Commencement / Termination of Compensation and the Information Request letters saving more than  90% data entry time and eliminate processing of paper

Benefits include:

  • Improved data accuracy
  • Timely receipt of data
  • Better data analytics
  • Reduction of manual data entry and paper processes
